Not a Power Map. This qualifies a service provider to deliver inside a chapter that already exists, and builds the provider directory the referral system runs on.
Partner Inside opens after chapter approval
Chapter members open it once the local coordinator approves their membership, to add the providers they already work with. Providers open it from the invitation link a chapter member or coordinator sends them.

Your organization is with the local coordinator for review. Approved partners appear in the chapter's partner directory, where chapter members find them and send referrals.
